[기고] 풍력단지의 위협과 대안의 모색 필요성

평창은 2018년 동계 올림픽이 개최된 곳이다. 푸른 산림이 우거진 한국의 대표 지역인 평창에, 최근 환경을 해치고 풍경을 망가뜨리는 풍력 발전기가 설치돼 아름다운 마을이 해체되고 외지인들에게 매력을 상실하고 있다. 미국이나 캐나다, 외국의 사례로 볼 때 시간이 흐르면 지역민들도 후회할 일이 될 가능성이 높다. 미국이나 캐나다의 경우 풍력 발전기를 설치할 때는 민가로부터 최소 3km 이상 거리를 두고 설치해야 되는데 한국은 아직 그런 조례가 없는 것 같다.

 

미국이나 유럽만큼은 아니더라도, 주민의 생명을 보호하고 환경파괴를 줄이며, 외지인의 호감을 감소시키지 않으려면 평창은 민가로부터 1km 이내에는 풍력 설치를 금하는 조례라도 만들 필요가 있다. 그래야 신재생 에너지도 발전하고, 주민도 싸우지 않으며, 평창도 아름다움을 유지할 수 있게 될 것이다.

 

풍력 발전의 심각한 소음, 자연 경관의 훼손, 새의 충돌 사고를 방지하고자 스페인의 스타트업 회사 Vortex Bladeless 회사는 날개 없는 풍력 발전기를 개발했고, 독일의 SkySails사는 연 같은 기구로 풍력기를 공중에 높이 띄워서 소음과 저주파 피해를 없애고 있다. 이런 노력과 기술 없이 풍력을 강행하는 것은 위험한 일이다. 대안을 찾기 전에는 자제하는 것이 바람직하다.

 

어린 시절 캐나다에서 거주하며 느꼈던 자연의 푸르름과 싱그러움을 느낄 수 있는 유일한 지역인 평창이 훼손될 위기에 처했다는 소식에 큰 충격을 받았고 그곳을 지키고 싶었다. 이런 위기 속에서 작은 마을들을 지키고 평창의 아름다움을 전 세계인에게 알리고 싶어 학생 신분으로 신문에 기고를 하게 되었다.

 

 

Wind Power threatens Pyeongchang's future

Pyeongchang is the place where the 2018 Winter Olympics were held. It is a beautiful area consisting of luscious, green forests under the Taebaek Mountains in the east of Korea. I recently came across the sad news that many companies are planning on installing wind turbines in Pyeongchang, which inevitably destroy the environment and beauty of the surrounding area. As a result, the area is losing attractiveness particularly to people of other areas. Local people are also likely to regret it as well over time. In the case of the United States and Canada, wind power generators must be installed at a distance of at least 3 kilometers from private houses, but Korea does not seem to have such an ordinance yet.

If not as much as the U.S. or European countries, Pyeongchang should create a 1km ordinance to protect residents' lives, reduce environmental destruction, and not reduce the favorability of outsiders. That way, renewable energy will be developed, residents will not fight, and Pyeongchang will be able to maintain its beauty.

To prevent serious noise, damage to natural landscapes, and bird collisions from wind power generation, Spanish startup Vortex Blades has developed a wingless wind turbine, and German company SkySails is using kite-like devices to lift the wind turbine high in the air to eliminate noise and low-frequency damage. Without these efforts and technology, it is dangerous to enforce wind power.

Since Pyeongchang was the only place where I experienced the same freshness and beauty of nature that I did while living in Canada, I was inclined to do my best to protect the area. I decided to write in this newspaper as a student.
